1. Platform Nature & Demonstration Status
RAABTA (pbcraabta.khurrambadar.com) is the digital concierge platform of the Pakistan Business Council Dubai (PBC Dubai), established in 2004 under the patronage of Dubai Chambers. This site is a demonstration/beta deployment of the platform. Official PBC Dubai communications, membership records and transactions are conducted via the Secretariat at info@pbcdubai.ae and +971 4 2856595.
2. Not Legal, Financial, Tax, Immigration or Medical Advice
All information provided by the Khidmatguzar concierge, across this platform, and in any RAABTA Academy course material is general informational content only. It is not, and must not be relied upon as:
- Legal advice or a substitute for consultation with a licensed UAE lawyer.
- Financial, investment, or tax advice — consult a licensed UAE financial advisor or auditor.
- Immigration advice — visa decisions rest solely with UAE authorities (GDRFA, ICP).
- Medical, psychological, or personal advice.
Free-zone packages, corporate-tax thresholds, visa thresholds, and other figures are estimates current at the time of platform compilation and may change. Always verify directly with the relevant UAE authority or a licensed professional before making a decision.
3. UAE Regulatory Compliance
RAABTA operates under the laws of the United Arab Emirates. This platform:
- Publishes business, trade, and community content only. Political content, commentary on UAE or foreign governance, and content that could undermine UAE national unity or public order is strictly excluded.
- Respects the UAE Federal Law on Combating Cyber Crimes (No. 34 of 2021), the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021), and all applicable UAE Media Regulatory Office guidelines.
- Presents news from UAE-edition press sources (Google News en-AE) with a political-content filter applied server-side.
4. Data Collection & Privacy
When you submit a form (membership application, chairman meeting request, job posting, sponsorship enquiry, newsletter subscription, Academy enrolment), the following is transmitted by secure email to the PBC Dubai Secretariat: name, company, email, phone number, and the message you typed. No data is stored on our servers beyond transient processing. Chat conversations with the Khidmatguzar are processed in real time via our concierge provider and are not persistently stored, linked to your identity, or used for advertising.
You have the right under UAE PDPL to request access, correction, or deletion of any personal data PBC Dubai holds. Write to info@pbcdubai.ae with subject line "Data Request".
5. Khidmatguzar (AI Concierge) Limitations
The Khidmatguzar concierge uses automated language processing to deliver responses. While trained on PBC Dubai's curated knowledge base, responses may occasionally be incomplete or inaccurate. The Khidmatguzar cannot replace professional advice and cannot execute transactions, bookings, or legal filings. For every important decision — setting up a company, visa applications, tax filings, employment contracts — consult a qualified UAE professional and confirm with the relevant authority.

This platform contains links to external websites (news sources, event organisers, UAE government portals, payment rails). PBC Dubai and RAABTA do not endorse, control, or accept responsibility for the content, accuracy, privacy practices, or availability of external sites. Visit them at your own discretion.
7. Intellectual Property
The RAABTA name, Khidmatguzar trade mark, PBC Dubai logo, and all original text, code, imagery on this platform are the intellectual property of the Pakistan Business Council Dubai or its licensors. News headlines and summaries are shown for fair-use informational purposes and link back to the original source for attribution and copyright. Do not republish platform content without written permission.
8. Cookies & Analytics
RAABTA uses strictly functional cookies only — for language preference and chat session continuity. No third-party advertising trackers are embedded. Anonymous usage metrics may be collected to improve the platform; these never include personal identifiers.
9. Political Neutrality Policy
The Khidmatguzar may answer factual, neutral questions about public offices (e.g. who currently holds a role) and bilateral-relations facts, always respectfully. It will politely decline any opinion, analysis, or partisan discussion about politicians, political parties, elections, opposition figures, conflicts, sanctions, or controversies — and redirect the conversation to business, trade, visas, or community matters. PBC Dubai is a business community organisation; we do not take political positions. This is a deliberate, permanent policy in accordance with UAE regulations.
10. Limitation of Liability
PBC Dubai, RAABTA, the Khidmatguzar concierge, and their operators accept no liability for loss or damage arising from use of this platform, including loss of profit, loss of data, reliance on information presented, or business decisions based on any content herein. Use is at your own risk.
11. Applicable Law & Jurisdiction
Any dispute concerning this platform shall be governed by the laws of the Emirate of Dubai and the applicable Federal laws of the United Arab Emirates. The Dubai Courts shall have exclusive jurisdiction.
